In a statement from his spokesman on Monday, Mr. Guterres affirmed that all military operations must be carried out with full respect for international humanitarian law.
The raid followed another operation in the camp on 19 June, which left four Palestinians dead and 91 others injured.
Rising death toll
The UN’s humanitarian affairs coordination office (OCHA) said on Tuesday that as a result of air and ground operations that took place in the West Bank city, 10 Palestinians including three children were killed, according to the Palestinian Ministry of Health .
At least 100 others were injured, of which 20 are reported to be in critical condition, OCHA said. Thousands of residents have reportedly left the camp since the operation began.
In an apparent Israeli attack on Tel Aviv on Tuesday, seven people were injured, three seriously, when a Palestinian man drove into pedestrians standing outside a shopping center, according to news reports.
The attacker was shot and killed by an Israeli citizen at the scene. The Palestinian militant group Hamas reportedly described the attack as a direct response to the military operation in Jenin.
Lack of basic necessities
The Jenin airstrikes “largely destroyed” structures where people live in the camp and surrounding neighborhoods. The agency warned that due to infrastructure damage, most of the Jenin camp has lost drinking water and electricity.
The UN agency for Palestine refugees (UNRWA), which runs four schools, a health center and other facilities in the Jenin camp, says many residents are in urgent need of food, drinking water and milk powder for children.
On Monday, all UNRWA installations in the camp, run by 90 staff, were out of service due to the heavy exchange of fire, the agency reported.
Ambulances refused access
Meanwhile, the World Health Organization (WHO) said on Tuesday that the extent of the damage to people was set patience with the “weak and underfunded” health system and that it is working with partners to deliver more life-saving medical supplies to Jenin Hospital.
UN humanitarians said that the destruction of the roads in the refugee camp is preventing access to medical teams and ambulancesand Israeli forces conducted checks on vehicles, including ambulances, at the entrance to the camp.
According to the UN health agency, ambulances with medical teams are prevented from entering parts of the refugee camp and reaching people who are seriously injured.
Attack on health care
At least two hospitals were also affected by attacks involving the use of bullets and gas canisters.
“Attacks on health care, including restricting access to injured people, are particularly worrisome“, WHO said, calling for “respect and protection of health care”, including the safe transmission of health services in Jenin and throughout Palestine.
The agency recalls that there is a “Significant increase” in attacks in healthcare in the West Bank this year. The first five months of 2023 saw “at least” 124 WHO-documented attacksresulting in 39 health workers being injured and affecting 117 ambulances.
The killing must stop, urges the UN rights chief
UN human rights chief Volker Türk said in a statement released late Tuesday that the massive operation in Jenin and the car crash attack in Tel Aviv show that “violence only causes more violence.”
“The The killing, maiming and destruction of property must stop.”
He said the scale of Israel’s operation “raises many serious issues” about international human rights standards.
Some of the methods and weapons used by Israeli forces are “more commonly associated with the conduct of armed conflict, rather than law enforcement.“
He said in the context of the work, the deaths resulting from such airstrikes “may also result in intentional killing”.
“International human rights law sets out clear obligations to Israelas the occupying power, to ensure that all operations are planned and controlled to minimize, to the greatest extent possible, resort to force and especially lethal force”, the High Commissioner said.
